One smoke bolt will let you get in 2 sneak attacks. They go down in 4-6 sneak attacks. So most of them will die with just 2 smoke bolts. If you don't have enough weapon parts, you just got to kill them with whatever you got. Or just save ammo by ignoring and sneak past them.
