Typically it is powder that comes from former US ammunition that has been disassembled. Bullets, brass and powder are sold separately then. Part of Clinton's agenda that doesn't allow surplus ammunition to be directly sold to the public. The exception is the CMP which can sell directly to qualifying citizens.

It was a pull down powder they advertise for use in the .223 and .308 calibers. I pulled some of my old Load Books and found numerous data sheets from TCCI on their powders from that period. Later today I'll get the document scanner out and provide a copy of the T-2202 Powder data here on your post.
